Le 21 juin 2007, le Congrès péruvien a adopté un projet de loi modifiant l'article 175 du code pénal. Cet article permet la condamnation de tout adulte ayant des relations sexuelles avec un mineur à une peine de prison pouvant aller jusqu'à 30 ans sur plainte dudit mineur ou de sa famille. Le projet de loi, qui suscite déjà la polémique, dépénalise les relations sexuelles consenties dès 14 ans. Si le parlementaire qui a déposé cette loi, Alejandro Rebaza, déclare que ce texte doit permettre "d'adapter le code pénal à la réalité péruvienne", la ministre des droits de la femme, Virginia Borra considère qu'il s'agit là d'une "porte ouverte" qui pourrait conduire à laisser des délits sexuels sur mineurs impunis. Le projet de loi doit encore être promulgué par le Président Péruvien.
