La Commission européenne a proposé le 27 février 2008 que l'Union européenne engage des négociations en vue de la conclusion d'un accord-cadre avec la Libye d'ici à la fin 2008. Une fois le mandat de négociation approuvé par le Conseil, la Commission négociera l'accord avec les autorités libyennes, dans l'objectif de renforcer les relations politiques, sociales, économiques, commerciales et culturelles entre les parties. Elle affirme également vouloir contribuer aux réformes économiques et sociales engagées dans le pays, poursuivre le développement des relations commerciales et économiques, notamment en concluant un accord de libre-échange entre l'UE et la Libye.
