Remise du rapport Cohen-Tanugi sur l'Europe dans la mondialisation

Le 15 avril 2008, Laurent Cohen-Tanugi a remis son rapport sur l'Europe dans la mondialisation à la ministre de l'Economie et des Finances, Christine Lagarde. Ce rapport, qui est le résultat de consultations menées en France et dans l'UE, doit permettre de faire le point sur la mise en oeuvre de la stratégie de Lisbonne et de lancer une "réflexion sur les grands enjeux liés de la construction européenne dans le contexte de la mondialisation alors que la France s'apprête à présider l'Union européenne". Présenté comme un premier apport dans la réflexion que la France entend alimenter durant sa présidence de l'UE, ce rapport préconise l'adjonction d'un "volet externe" à la stratégie de Lisbonne. Ainsi, Laurent Cohen-Tanugi souligne la nécessité pour l'UE de "bâtir une stratégie économique extérieure à partir d'une identification de ses objectifs propres". Il propose donc de créer un"Conseil Lisbonne plus", sur le modèle du "Conseil marché intérieur" mis en place pour mettre en oeuvre l'Acte unique et d'harmoniser "le profil des coordonnateurs nationaux de Lisbonne, qui se consacreraient entièrement à cette fonction et seraient directement rattachés aux chefs d'Etat ou de gouvernement des Etats membres". Enfin, le rapport souligne la nécessité de consolider la représentation externe de l'Europe économique et financière dans les institutions multilatérales.
