Le ministre des Affaires étrangères et européennes, Bernard Kouchner, a présenté en Conseil des ministres, le 30 janvier 2008, un projet de loi autorisant la ratification de l'accord de transport aérien entre la Communauté européenne et ses Etats membres et les Etats-Unis. Cet accord, appelé "accord ciel ouvert", avait été signé le 30 avril 2007. Il affirme le principe de concurrence loyale et équitable et lève les restrictions sur les liaisons internationales entre l'Union européenne et les Etats-Unis, en mettant fin au système des quotas.
