La Commission européenne a adopté, le 6 novembre 2007, plusieurs propositions destinées à accroître les capacités de lutte de l'Union européenne contre le terrorisme. Celles-ci ont pour objet l'incrimination pour le recrutement en vue d'actes terroristes, la provocation publique à commettre des infractions terroristes, la prévention de l'utilisation d'explosifs par les terroristes. De plus, la Commission met en place un système de recueil de données personnelles des passagers aériens en provenance ou à destination de l'Union européenne. Ces propositions doivent être soumises au Conseil des ministres. La Commission insiste sur l'équilibre entre les exigences de sécurité publique et la protection des droits fondamentaux, c'est pourquoi ces données ne comporteront que des indications relatives aux trajets des passagers à l'exclusion de tout ce qui pourrait révéler les origines ethniques, les croyances religieuses ou une appartenance politique du passager aérien.
